Shanshan "Shannon" Liang, Esq., Ph.D.
Born in China, trained as an engineer, admitted to the Court of International Trade. Shannon has run the firm since 2022 and handles every Chinese-language matter personally.

Shannon was born in China and earned her Bachelor of Engineering at Tongji University, with a second degree in law from Fudan University. She came to the United States for a Ph.D. in materials science and engineering at the State University of New York at Stony Brook, where she published in peer-reviewed journals and conferences.
She moved to Florida with her family in 2009 and graduated from the Florida State University College of Law with high honors, earning the Business Law Certificate with highest honors. She joined the firm in 2013 and assumed management of Liang + Mooney in 2022, after nine years of customs and trade work alongside Neil Mooney.
Her engineering background matters in practice. Tariff classification, valuation and antidumping scope questions often turn on how a product is made and what it is made of, and she reads the technical record herself. That approach has produced multi-million dollar duty reductions for clients.
Shannon is a native Mandarin speaker. Chinese-owned enterprises in the United States, and their counsel in China, work with her directly in Chinese, from the first call through litigation at the U.S. Court of International Trade. In May 2026 she presented a Chinese-language seminar on IEEPA and CAPE tariff recovery for Chinese enterprises in the United States.

A call or an email costs nothing and gives an attorney the facts of your matter. We will tell you the fee, or the fee options, before any work begins. Some matters are hourly, some flat fee, and currency seizures are contingency.
